Tier -2

Implementing Business Development Plans Phase 2 (Tier 2) outlines the priority projects in the Medium Term Program Report.

Under the Tier 2 program, the World Trade Organization will provide US $ 2.1 million for the seven components to be implemented, including non-binding assistance.

In designing the Tier 2 Project Proposal, six projects under Cluster 1.4 Trade in Services under MTP Pillar 1 were selected. Signed by Sven Sylvain Callebaut.

Tier 2 is the Myanmar Services Trade Enhancement Project (M-STEP), a “Myanmar Services Trade Enhancement Project” (M-STEP) that will be implemented by the Ministry of Commerce from 2019 to 2021.

Myanmar Services Trade Enhancement Project (M-STEP)

The launch of the Myanmar Services Trade Promotion Project was held in Nay Pyi Taw on 24 September 2019 at the World Trade Organization (WTO) Enhanced Integrated Framework (EIF) Program. Deputy Minister U Aung Htoo and the Executive Director of the EIF Executive Secretariat in Geneva, Dr. Ratnakar Adhikari attended.

Project proposing groups such as UNTACD, The World Bank, In addition to the EU, six development partners, Ministry of Commerce Permanent Secretary, Deputy Permanent Secretary, Director Generals and officials from relevant ministries,International Trade Advisor Mr. Sven Sylvain Callebaut, representatives from trade ministries, private associations and  the Union of Myanmar Chamber of Commerce and Industry and fraternities attended.

The M-STEP project was approved by the EIF, and a Memorandum of Understanding (MoU) was signed between the United Nations Office for Project Services (UNOPS) and the Department of Trade in 2019. Signed on 17 June. It has agreed to provide US $ 2.1 million for the three-year period from 2019 to 2022, the project implementation period.

The project has three categories and will operate under seven components. They are as follows:

Category I - Services Landscape enhancement (service sector development issues)

(1) Services Capacity Enhancement –SCE (Service Capacity Building) 

2) The Regulatory Assessment for Services Trade and Investment (RASTI) v

(3) The Myanmar Services Trade and Investment Portal (STIP) ( Myanmar Services Trade and Investment Website Establishment)v

Category II - E-commerce ecosystem, development and job creation  (the e-commerce ecosystem, and creating employment opportunities)

(1) e-commerce strategy .

(2) The Digital Economy and Innvation Advocay (Encouraging Digital Economy and Innovation).

Category III - Project Management and Good Governance ( Project Management and Good Governance  )

(1) Tier 2 Management Component (Tier 2 level management component) 

(2) Tier1 Phase2  (Tier 1 Second Level Management Section) .
